CITY ENGINEER MUST QUIT FOR LACK OF LICENSE.(CAPITAL REGION)

The city engineer will leave City Hall by Nov. 1 because he has not secured a state license, the mayor said Wednesday.

Greg Fowler, one of the highest-paid city employees, has held the post since 1988 but does not have a New York license, officials said. Mayor A.C. Dake said she became aware of the situation in February.

"I then issued an October 31 deadline for him to secure a license," Dake said. "If he had not received (a license), he'd have to leave the city payroll."

WASHINGTON-New Internal Revenue Service guidance will give employers with 401(k) plans more flexibility in automatically enrolling employees in the plans.

Such programs address a real-world problem: employees who haven't told their employer whether they will participate in the 401(k) plan. In some cases, as many as 20% of employees don't say one way or another if they will participate.

To address that problem, roughly 15% of employers now offer so-called automatic enrollment plans, which the IRS first gave its blessing to about five years ago. Such plans pass muster provided they are explained to employees and employees have the opportunity to opt out.

Opera 11 takes on IE, Safari, Firefox, Chrome

REVIEW: Opera 11's new extensions, tab stacking and visual navigation aids put the Web browser on a competitive footing with Internet Explorer, Firefox, Safari and Chrome, providing users with productivity and convenience.

Version 11 of Opera Software's Web browser, which began shipping Dec. 16, packs a handful of session-management, navigation and secure browsing features. It also has a new framework for extending the products functionality through small programs called extensions that are built using the Opera Extensions API and that resemble FIrCfOX1S browser extensions.

All told, the enhancements in Opera 11 keep the venerable Web browser on par with Microsoft's Internet Explorer, Mozilla's Firefox, Apple's Safari and Google's Chrome. However, they did not, based on my tests, set any new bar for stability or performance.

Still, Opera 11 - which can be downloaded at no cost from opera, com and is available in versions for Windows, OS X and Linux - remains a solid cross-platform-friendly Web browser option that merits evaluation for its user-focused enhancements. In particular, research-oriented users will likely benefit from the tab-oriented features that let Opera keep a wide array of pages open on the desktop.

Extending Opera 11

Opera is now girded with a standards-based framework for adding extensions to the Web browser. Extensions are browser add-ons that use Opera's API to enable browser customization. Previously, this type of functionality was provided by the use of Opera Widgets, which are stand-alone Web applications and can still be used with Opera 11.

Opera offers extensions that build new tabs, windows, buttons, badges and pop-ups. These extensions are available now and can be used as building blocks for customizing the browsing experience. By using standards-based HTML5 and JavaScript development, Opera has made it easier for developers to tweak extensions they've already written for other browsers and use them in Opera.

Out of the gate, Opera touts a password-management, ad-blocker and translation extension, among many others that are currently available. I used the password-management extension, and it worked fine. Extensions are increasingly important as an area of competitive distinction between Web browsers. IT managers who are considering Opera 11 should ensure that any needed extensions are part of the evaluation process.

I followed a simple tutorial to create a "Hello World" toolbar button that I was able to add to my Opera 11 browser.

Tab management, navigation

Tab stacking is a browser pack raf s delight. I'm accustomed to using tab groups in Microsofts IE for easy access to Websites that I visit on a routine basis. Tab stacking in Opera 11 takes this a step further and lets me stack tabs on top of each other.

For example, I have several eWEEK Web properties open in a tab group, along with several competitor sites. Using tab stacks, I was easily able to keep separate stacks of Web pages that I could expand or restack by simply clicking on an action badge.

Visual mouse navigation is a real pleasure and timesaver for users who take a few moments to learn the interface. Holding down the right mouse button for a few moments activates visual mouse navigation.

A navigation overlay appeared on my screen, and by slightly moving the mouse toward a command, I was able to open a new tab, move backward and forward through my Web page history, minimize a tab or quickly access my speed-dial screen of commonly accessed Websites. Visual mouse navigation is context-sensitive and offered a number of timesaving convenience gestures that I used to speed through my Web browsing research.

Opera 11, much like Microsoft's Internet Explorer 9 beta, uses the windows sides and lower edge to display information. Users accustomed to seeing all browsing and Internet options at the top of the screen will need a period of adjustment to look at the sides and bottom of the window for needed information. In Opera 11, the revised bookmarks organizer pops out from the left side. Bookmarks are easy to add and arrange using right-click-driven menu choices.

Opera uses this new sidebar on the left side of the window to display icons for history, downloads and notes. The sidebar contents and position are customizable.

I would like to see the Opera menu in the upper left corner of the screen moved down so that less window real estate is wasted. As it is, the wide band across the top of the window mimics Microsoft's ribbon interface without adding any of the functionality.

Opera 11 uses a combination of reputation and fraud-reporting services, along with connection information, to provide users with more information about the Websites they're visiting. I used the badge that appeared to the left of the URLto getinformationabouteWEEK. com, nytjmes.com and chase.com.

The two media sites scored well on reputation, but didn't use an encrypted connection. Thus, an Opera 11 tool tip suggested not exchanging sensitive information with either site. On the other hand, chase.com was both encrypted and reputable, so it got a green light from Opera 11.

Opera uses both Netcraft and PhishTank to track fraudulent behavior and malware distribution of Websites. Users are able to click a button to report problematic sites.

Of note for consumer users, Opera 11 has improved the built-in e-mail client. I linked my Gmail account to the Opera e-mail client and was able to drag and drop messages into folders. And the e-mail client can now be hidden when not in use.

New Sofware Boosts Foundation Web Site Capabilities

The NGEF Web site at www.ngef. org is easier to navigate thanks to a new content-management system hosted by KMAnet-a Dulles, Va., firm that is also the Internet service provider for NGAUS.

In addition to providing additional navigational features, the new software makes it easier for foundation staff to update and manage the site.

The NGEF has several short- and long-term goals for the site. Short-term goals include expanding access to Guard Muster, the permanent register of Guard men and women.

In the long term, the foundation would like to enable online acess to the NGEF library, which contains thousands of Guard and NGAUS books, reports and documents.

The NGEF relaunched its Web site last month.

THE article about Ryan Braggins (August 5) states that "tetralogyof fallots (is) where there is no connection to allow blood to flowbetween the heart and lungs" and "the connection between his heartand lungs was missing".

While I agree this is a serious condition, the description issomewhat incorrect. If there were no connection between heart andlungs, life would not exist.

The condition known as tetralogy of fallot is a combination offour abnormalities, resulting in a decreased flow of blood to thelungs, as well as the mixing of oxygenated and de-oxygenated bloodfrom each side of the heart -- quite a different situation.

in the case of intelligence whistleblower Lieutenant Colonel LANCE COLLINS.

And he says he's told those responsible to lift their game and give the Army's top

Lieutenant Colonel COLLINS claims his career stalled after he criticised the Defence

SYDNEY, Feb 11 AAP - A woman was killed when the car she was driving was involved in
a collision with a truck in Sydney's north today.

A NSW police spokesman said the accident occurred on the Wakehurst Parkway at Seaforth
at about 11.20am (AEDT).

The road was closed for some time while investigations were being conducted.

SYDNEY, Dec 12 AAP - A Sydney RSL club will conduct mass screenings of its patrons
for Hepatitis A after a chef was discovered to have the disease.

Canterbury Hurlstone Park RSL managing director Dean Thomas said the club moved quickly
yesterday to contain any threat to public safety by immediately removing the chef from
active duty at the Encore restaurant.

As far as the club knew, he said no patrons had been infected with Hepatitis A as a
result of eating at the restaurant but it would set up a screening clinic as a precaution.

Mr Thomas said the club was cooperating with the Department of Health on the matter
and would also screen and vaccinate all kitchen staff.

"We deeply regret this but the safety of our customers and staff is paramount and the
club operates under a rigorous food safety program," he said.

"We would like to assure our members and guests that the chances of patrons contracting
Hepatitis A from the restaurant are remote.

"The restaurant remains open for business and the preparation of food at the club complies
with Department of Health guidelines."

The clinic will be set up at the club from tomorrow (Saturday, December 13) until next Tuesday.

The Hepatitis tests will be conducted free of charge in conjunction with the Department
of Health.

SYDNEY, Dec 24 AAP - Christmas holiday travellers have been warned to guard againstdeep vein thrombosis (DVT), the second most common cause of death in air travellers.

Leading vascular surgeon Professor Reginald Lord today issued a timely warning to travellers,especially those about to embark on long-haul flights, about the dangers of DVT.

DVT, in which a blood clot forms in a deep vein, can lead to pulmonary embolism withthe clot travelling through the bloodstream to the lungs.

Prof Lord, from Sydney's St Vincent's Hospital, said pulmonary embolism was the secondleading cause of death in air travellers.

There was a particular need to highlight the risks of DVT at this time of year withso many Australians travelling long-haul to Europe and America, he said.

Those most at risk were travellers on flights lasting 12 hours or more.

"The longer the flight, the more at risk you are," he told reporters today.

Prof Lord said some travellers were at greater risk than others with the elderly, pregnantwomen, those who had recently suffered a fracture or undergone surgery, or had previouslysuffered from DVT, most vulnerable.

He also discussed a recent New Zealand study which showed incidents of DVT in low-riskgroups were higher than expected.

Long-haul travellers should wear compression stockings, exercise their legs as muchas possible, avoid excessive amounts of alcohol and drink plenty of water to avoid dehydrationin a bid to minimise the risk of DVT, he said.

Prof Lord also warned travellers not to sleep for the entire flight.

"That's really the ultimate form of immobility," he said.

"In relation to DVT that's a bad practice."

Prof Lord said the symptoms of DVT usually appeared within two to three days of thejourney and included leg pain and persistent swelling, while shortness of breath was asymptom of pulmonary thrombosis.

The federal government has announced it will give community organisations $18.4 million
to provide a range of settlement services for new Australians.

Immigration Minister PHILIP RUDDOCK says the services help refugees and migrants adjust
to life in Australia, access services and participate fully in their community.

The money is being provided under the Community Settlement Services Scheme.

The settlement services include job search, housing and education assistance.

Mr RUDDOCK says 56 projects will receive funding for one year, 81 will receive funding
for two years and 50 will get funding for three years.

New South Wales Premier BOB CARR says allegations of impropriety against of any of
his ministers should be referred to the Independent Commission Against Corruption.

His comments follow a Sydney Morning Herald report that Fisheries Minister EDDIE OBEID
has appointed a former ANZ bank manager, who had ultimate responsibility for his business
accounts, to two government boards.

The newspaper reported ALASTAIR J. FOTHERINGHAM was the ANZ state manager of business
banking when the bank wrote off $3.2 million owed by Mr OBEID and companies associated
with him.

The paper says this occurred in 1992 when Mr OBEID was on the backbench.

After becoming Mineral Resources and Fisheries Minister last year, Mr OBEID appointed
Mr FOTHERINGHAM as chairman of the NSW Coal Compensation Board and Advisory Council on
Aquaculture.

Mr OBEID and Mr FOTHERINGHAM both strongly deny any impropriety, saying the appointments
coincided with the bank manager's retirement.

A statement from Mr OBEID says Mr FOTHERINGHAM was appointed because of his professional
abilities and business perspective and other suggestions are absurd and defamatory.

In a separate statement, Mr FOTHERINGHAM says he did not have carriage of the bank's
negotiations with Mr OBEID.

MELBOURNE, April 16 AAP - Most of the remaining Kosovars at Bandiana Army Base would
board buses for Sydney this morning, immigration officials said.

An immigration department spokesman said three buses had arrived at the base near the
New South Wales-Victoria border to take the refugees to Sydney for a flight back to their
homeland later today.

The federal government yesterday took nine Kosovar refugees refusing to leave Australia
into detention.

Immigration Minister Philip Ruddock said the nine had made it clear they would not
leave the country voluntarily by today's deadline.

Any more Kosovars who did not agree to leave by today would also be taken into detention,
he said.

About 30 Albanian Kosovars given temporary refuge in Australia to escape Serb violence
in their homeland were still refusing to return home yesterday.

The situation at Bandiana this morning was still "fairly fluid", but immigration officials
were confident more than 100 of the remaining 137 refugees there would decide to leave.

The buses were scheduled to depart from Bandiana at about 10.30am (AEST), the spokesman said.

Refugees who refused to leave would be flown from Albury to detention centres in Port
Hedland, Woomera or Curtin.

An ombudsman report has found New South Wales police commissioner PETER RYAN is facing
serious difficulties dismissing problem officers.

The report cites one man remaining in the force despite stalking his ex-girlfriend.

NSW ombudsman IRENE MOSS says restrictive guidelines within the police service have tied
the Commissioner's hands despite his power to remove unsuitable officers.

Ms MOSS's report to NSW parliament recognises Mr RYAN's concerns that the so-called
confidence process has become too complex and legalistic.

Mr RYAN told the inquiry he would have removed a senior constable who was convicted of
stalking his former girlfriend had he known of the officer's previous misconduct.

The officer, who broke into the woman's home and improperly accessed her details on the
police information system, had already been complained about several times.



His previous misconduct included associating with criminals, improperly accessing and
releasing confidential information, using his brother's number plates on his own unregistered
and uninsured vehicle and inappropriate conduct towards women.

BRISBANE, Dec 22 AAP - Disaster relief will be more accessible to rural producers after
amendments to security arrangements for assistance schemes announced today by Treasurer David
Hamill.

Previous security arrangements required rural producers to provide security in the form of
a mortgage over all landed assets.

But Mr Hamill this requirement had caused problems with commercial lenders and inhibited
the Queensland Rural Adjustmant austhority's capacity to lend.

He said the changes will now require rural producers to mortgage only appropriate landed
assets, in line with the support provided.

1999 when it stages the Second Asia Pacific Cleaner Production roundtable and Trade Expo at
the Convention and Exhibition Centre at SouthBank.

world's most distinguished and qualified scientists, policy makers and industrialists would
attend the Brisbane event in April.

University of Queensland's Ipswich campus will be handed over tomorrow.

Managing director of Hutchinson Builders, Scott Hutchinson, will hand over the key to
campus manager Warren Kerswill at an informal ceremony at the site in Salisbury Avenue.

The campus will open for its first intake of 580 students in February 1999 and by 2001, the
campus population is expected to be over 2,200 studjents.

The 25 hectare campus, which is 1.4 kms from the Ipswich city centre, has a history dating
from 1878, with 17 buildings heritage-listed.

GOLD COAST, Dec 9 AAP - Task Force Hydra, set up to fight outlaw motorcycle gangs in
Queensland, has joined investigations into a Gold Coast gym which was riddled with bullets.

The Serious Violent Crime Squad has also been asked to help look into the attack on
the First Choice Fitness Centre at Helensvale, which was sprayed with a dozen shots from
a high-calibre weapon late on Thursday night.

Police are investigating whether the shots were intended as a warning.

"The owner of the store is an associate of an outlaw motorcycle gang," Superintendent
Dave Hutchinson told reporters on the Gold Coast.

"We are aware of other incidents involving the business that could lead to this ...

internal incidents within the store related to staff members and disgruntled customers."

The shots punched through the glass doors of the gym and hit equipment and walls inside.

"It would appear to be a high-calibre weapon. We have ballistics police on the scene
at the moment, and they'll be able to give us a better indication of the type of firearm
that was used," Supt Hutchinson said.

The owner was cooperating with police, he said.

Meanwhile, police are also trying to find a frustrated gunman who caught the attention
of a Gold Coast shop attendant he was trying to hold up by firing a shot into a display
cabinet.

The bandit, aged in his 50s or 60s, was armed with a small handgun when he held up
two stores at Labrador within 10 minutes on Thursday afternoon.

During the first robbery, he fired a shot that missed the worker and hit a nearby cigar cabinet.

"It would appear, from the CCTV footage, the attendant may not have been aware of what
was going on because was busy, and he probably didn't give the person the attention he
was expecting," Supt Hutchinson said.

After running away with a small amount of cash, the bandit held up a bottle shop 10
minutes later, escaping with cash from the till.

"He doesn't fit the normal profile of an offender for this type of offence," Supt Hutchinson
said.

Neither of the shop workers was hurt but both were traumatised by their experiences, he said.
