CITY ENGINEER MUST QUIT FOR LACK OF LICENSE.(CAPITAL REGION)

Byline: YANCEY ROY - Staff writer

The city engineer will leave City Hall by Nov. 1 because he has not secured a state license, the mayor said Wednesday.

Greg Fowler, one of the highest-paid city employees, has held the post since 1988 but does not have a New York license, officials said. Mayor A.C. Dake said she became aware of the situation in February.

"I then issued an October 31 deadline for him to secure a license," Dake said. "If he had not received (a license), he'd have to leave the city payroll."

Dake did not say whether Fowler attempted to obtain a license or simply refused, saying she would not discuss publicly a personnel …

Man rebuffs plea deal in NY Kennedy kin stalk case

NEW YORK (AP) — A would-be New York taxi driver charged with inundating Caroline Kennedy's daughter with unwanted romantic e-mails and flowers has turned down a plea deal that would free him from jail.

Naeem Ahmed rejected the offer Monday as prosecutors revealed he's been found mentally fit for trial.

Prosecutors said they'd agree to a 60-day jail sentence if he pleaded guilty to stalking. The …

Obama grapples with memories of 2008 hope, change

DENVER (AP) — Remember when Barack Obama first ran for president and people were really into him?

Obama remembers it, too, but not the same way some of his supporters do.

Bidding for re-election in tough economic times, Obama says there is some "revisionist history" going on about how great that first race was.

His strategy is to bring disillusioned supporters back into the fold by addressing their feelings of discouragement head-on and reminding them they signed up for something tough to begin with — even if now they just remember the "hope" and "change" posters.

And he's telling them bluntly they will have to be even more determined and find different sources of …

Now is the right time is now

All those roster-shaking, payroll-juggling moves the Cubs made over the winter were all about this, right now. This seven-game stretch of games that starts tonight in Colorado.

Well, mostly they were about October. But that's what these seven games are about, too.

Four full months into the season, the Cubs are finally on the right side of the .500 mark and firmly in contention in the division -- but with no more idea if they're a legitimate pennant threat than when they swooned in June against American League teams.

''Look, if we play well enough, we have plenty of time,'' manager Lou Piniella said. ''And if we don't play well enough, it's not going to make a …

401(k) auto-enroll rules clarified; No special max limit on auto compensation deferral percentage.(News)

Byline: JERRY GEISEL

WASHINGTON-New Internal Revenue Service guidance will give employers with 401(k) plans more flexibility in automatically enrolling employees in the plans.

Such programs address a real-world problem: employees who haven't told their employer whether they will participate in the 401(k) plan. In some cases, as many as 20% of employees don't say one way or another if they will participate.

To address that problem, roughly 15% of employers now offer so-called automatic enrollment plans, which the IRS first gave its blessing to about five years ago. Such plans pass muster provided they are explained to employees and employees have the opportunity to opt out.

But since that initial IRS green light, new questions have arisen about how employers can design the plans, which the IRS has addressed in its most recent guidance. The guidance was provided in an …

Christians Protest Over Mideast

ROME - Several hundred people rallied Wednesday to demand an end to what they said was the persecution of Christians in the Middle East that has forced thousands to flee the region.

The demonstration was the brainchild of Magdi Allam, Italy's leading Islamic commentator. It was endorsed by several top Vatican officials and follows recent comments by Pope Benedict XVI.

"We cannot remain silent before a tragedy that affects millions of people," Allam told the crowd gathered in a central Rome piazza. "The systematic persecution of Christians in the Middle East is a human rights violation."

ANTIBIOTICS NO HELP FOR COLDS, FLU.(LIFE-HEALTH)

Byline: LINDA STAHL (Louisville, Ky.) Courier-Journal

Do yourself and your community a favor this cold or flu season. Don't search for a doctor who will give you antibiotics.

That's the message from the national Centers for Disease Control and Prevention and a host of health groups in their continuing fight to curb the misuse of antibiotics.

The fact is, antibiotics can cure bacterial infections but are ineffective against viruses -- and viruses, not bacteria, cause the common cold, most coughs and the flu.

Yet some patients, who may have received antibiotics in the past for colds and other viral illnesses, show up at the doctor's office …

Stairs, molding, and millwork.(Special Advertising Section)

The small details can add up to make a big difference in how you perceive something. This sentiment rings true in many ways. Think of the details that create your best-fitting shirt, your favorite restaurant, or the movie you could watch over and over.

The same sentiment applies to a home as well. The small details of a home can be found in the molding and millwork, or in the shape and design of a stairway. When builders and homeowners give proper consideration to these details, the home achieves a unified look and a distinct style. It may he subtle--something you can't quite put your finger on--but the effect is a cohesive beauty that makes a home stand apart from …

Opera 11 takes on IE, Safari, Firefox, Chrome

REVIEW: Opera 11's new extensions, tab stacking and visual navigation aids put the Web browser on a competitive footing with Internet Explorer, Firefox, Safari and Chrome, providing users with productivity and convenience.

Version 11 of Opera Software's Web browser, which began shipping Dec. 16, packs a handful of session-management, navigation and secure browsing features. It also has a new framework for extending the products functionality through small programs called extensions that are built using the Opera Extensions API and that resemble FIrCfOX1S browser extensions.

All told, the enhancements in Opera 11 keep the venerable Web browser on par with Microsoft's Internet Explorer, Mozilla's Firefox, Apple's Safari and Google's Chrome. However, they did not, based on my tests, set any new bar for stability or performance.

Still, Opera 11 - which can be downloaded at no cost from opera, com and is available in versions for Windows, OS X and Linux - remains a solid cross-platform-friendly Web browser option that merits evaluation for its user-focused enhancements. In particular, research-oriented users will likely benefit from the tab-oriented features that let Opera keep a wide array of pages open on the desktop.

Extending Opera 11

Opera is now girded with a standards-based framework for adding extensions to the Web browser. Extensions are browser add-ons that use Opera's API to enable browser customization. Previously, this type of functionality was provided by the use of Opera Widgets, which are stand-alone Web applications and can still be used with Opera 11.

Opera offers extensions that build new tabs, windows, buttons, badges and pop-ups. These extensions are available now and can be used as building blocks for customizing the browsing experience. By using standards-based HTML5 and JavaScript development, Opera has made it easier for developers to tweak extensions they've already written for other browsers and use them in Opera.

Out of the gate, Opera touts a password-management, ad-blocker and translation extension, among many others that are currently available. I used the password-management extension, and it worked fine. Extensions are increasingly important as an area of competitive distinction between Web browsers. IT managers who are considering Opera 11 should ensure that any needed extensions are part of the evaluation process.

I followed a simple tutorial to create a "Hello World" toolbar button that I was able to add to my Opera 11 browser.

Tab management, navigation

Tab stacking is a browser pack raf s delight. I'm accustomed to using tab groups in Microsofts IE for easy access to Websites that I visit on a routine basis. Tab stacking in Opera 11 takes this a step further and lets me stack tabs on top of each other.

For example, I have several eWEEK Web properties open in a tab group, along with several competitor sites. Using tab stacks, I was easily able to keep separate stacks of Web pages that I could expand or restack by simply clicking on an action badge.

Visual mouse navigation is a real pleasure and timesaver for users who take a few moments to learn the interface. Holding down the right mouse button for a few moments activates visual mouse navigation.

A navigation overlay appeared on my screen, and by slightly moving the mouse toward a command, I was able to open a new tab, move backward and forward through my Web page history, minimize a tab or quickly access my speed-dial screen of commonly accessed Websites. Visual mouse navigation is context-sensitive and offered a number of timesaving convenience gestures that I used to speed through my Web browsing research.

Opera 11, much like Microsoft's Internet Explorer 9 beta, uses the windows sides and lower edge to display information. Users accustomed to seeing all browsing and Internet options at the top of the screen will need a period of adjustment to look at the sides and bottom of the window for needed information. In Opera 11, the revised bookmarks organizer pops out from the left side. Bookmarks are easy to add and arrange using right-click-driven menu choices.

Opera uses this new sidebar on the left side of the window to display icons for history, downloads and notes. The sidebar contents and position are customizable.

I would like to see the Opera menu in the upper left corner of the screen moved down so that less window real estate is wasted. As it is, the wide band across the top of the window mimics Microsoft's ribbon interface without adding any of the functionality.

Opera 11 uses a combination of reputation and fraud-reporting services, along with connection information, to provide users with more information about the Websites they're visiting. I used the badge that appeared to the left of the URLto getinformationabouteWEEK. com, nytjmes.com and chase.com.

The two media sites scored well on reputation, but didn't use an encrypted connection. Thus, an Opera 11 tool tip suggested not exchanging sensitive information with either site. On the other hand, chase.com was both encrypted and reputable, so it got a green light from Opera 11.

Opera uses both Netcraft and PhishTank to track fraudulent behavior and malware distribution of Websites. Users are able to click a button to report problematic sites.

Of note for consumer users, Opera 11 has improved the built-in e-mail client. I linked my Gmail account to the Opera e-mail client and was able to drag and drop messages into folders. And the e-mail client can now be hidden when not in use.

[Sidebar]

Extensions add functional elements to browsers, and Opera hopes to catch up with the browser pack with this feature addition.

[Sidebar]

Using the right mouse button, I activated the visual navigation page to quickly perform common tasks such as opening a new tab.

Heart condition

THE article about Ryan Braggins (August 5) states that "tetralogyof fallots (is) where there is no connection to allow blood to flowbetween the heart and lungs" and "the connection between his heartand lungs was missing".

While I agree this is a serious condition, the description issomewhat incorrect. If there were no connection between heart andlungs, life would not exist.

The condition known as tetralogy of fallot is a combination offour abnormalities, resulting in a decreased flow of blood to thelungs, as well as the mixing of oxygenated and de-oxygenated bloodfrom each side of the heart -- quite a different situation.

Defence chief PETER COSGROVE has conceded that the Defence Department has made mistakes
in the case of intelligence whistleblower Lieutenant Colonel LANCE COLLINS.

And he says he's told those responsible to lift their game and give the Army's top
intelligence analyst some redress.

But General COSGROVE has told Channel Nine that Lieutenant Colonel COLLINS has also
not done well with his personal management.

Lieutenant Colonel COLLINS claims his career stalled after he criticised the Defence

He wrote to Prime Minister JOHN HOWARD last month calling for a royal commission into
Australia's intelligence agencies.

General COSGROVE says the whistleblower's broader issues have been examined before

NSW: Chef with hepatitis triggers mass screenings at club

SYDNEY, Dec 12 AAP - A Sydney RSL club will conduct mass screenings of its patrons
for Hepatitis A after a chef was discovered to have the disease.

Canterbury Hurlstone Park RSL managing director Dean Thomas said the club moved quickly
yesterday to contain any threat to public safety by immediately removing the chef from
active duty at the Encore restaurant.

As far as the club knew, he said no patrons had been infected with Hepatitis A as a
result of eating at the restaurant but it would set up a screening clinic as a precaution.

Mr Thomas said the club was cooperating with the Department of Health on the matter
and would also screen and vaccinate all kitchen staff.

"We deeply regret this but the safety of our customers and staff is paramount and the
club operates under a rigorous food safety program," he said.

"We would like to assure our members and guests that the chances of patrons contracting
Hepatitis A from the restaurant are remote.

"The restaurant remains open for business and the preparation of food at the club complies
with Department of Health guidelines."

The clinic will be set up at the club from tomorrow (Saturday, December 13) until next Tuesday.

The Hepatitis tests will be conducted free of charge in conjunction with the Department
of Health.

NSW: Long-haul travellers most at risk from DVT

NSW: Long-haul travellers most at risk from DVT

By Kim Arlington

SYDNEY, Dec 24 AAP - Christmas holiday travellers have been warned to guard againstdeep vein thrombosis (DVT), the second most common cause of death in air travellers.

Leading vascular surgeon Professor Reginald Lord today issued a timely warning to travellers, especially those about to embark on long-haul flights, about the dangers of DVT.

DVT, in which a blood clot forms in a deep vein, can lead to pulmonary embolism withthe clot travelling through the bloodstream to the lungs.

Prof Lord, from Sydney's St Vincent's Hospital, said pulmonary embolism was the secondleading cause of death in air travellers.

There was a particular need to highlight the risks of DVT at this time of year withso many Australians travelling long-haul to Europe and America, he said.

Those most at risk were travellers on flights lasting 12 hours or more.

"The longer the flight, the more at risk you are," he told reporters today.

Prof Lord said some travellers were at greater risk than others with the elderly, pregnantwomen, those who had recently suffered a fracture or undergone surgery, or had previouslysuffered from DVT, most vulnerable.

He also discussed a recent New Zealand study which showed incidents of DVT in low-riskgroups were higher than expected.

Long-haul travellers should wear compression stockings, exercise their legs as muchas possible, avoid excessive amounts of alcohol and drink plenty of water to avoid dehydrationin a bid to minimise the risk of DVT, he said.

Prof Lord also warned travellers not to sleep for the entire flight.

"That's really the ultimate form of immobility," he said.

"In relation to DVT that's a bad practice."

Prof Lord said the symptoms of DVT usually appeared within two to three days of thejourney and included leg pain and persistent swelling, while shortness of breath was asymptom of pulmonary thrombosis.

NSW: Carr dismisses Obeid allegations

New South Wales Premier BOB CARR says allegations of impropriety against of any of
his ministers should be referred to the Independent Commission Against Corruption.

His comments follow a Sydney Morning Herald report that Fisheries Minister EDDIE OBEID
has appointed a former ANZ bank manager, who had ultimate responsibility for his business
accounts, to two government boards.

The newspaper reported ALASTAIR J. FOTHERINGHAM was the ANZ state manager of business
banking when the bank wrote off $3.2 million owed by Mr OBEID and companies associated
with him.

The paper says this occurred in 1992 when Mr OBEID was on the backbench.

After becoming Mineral Resources and Fisheries Minister last year, Mr OBEID appointed
Mr FOTHERINGHAM as chairman of the NSW Coal Compensation Board and Advisory Council on
Aquaculture.

Mr OBEID and Mr FOTHERINGHAM both strongly deny any impropriety, saying the appointments
coincided with the bank manager's retirement.

A statement from Mr OBEID says Mr FOTHERINGHAM was appointed because of his professional
abilities and business perspective and other suggestions are absurd and defamatory.

In a separate statement, Mr FOTHERINGHAM says he did not have carriage of the bank's
negotiations with Mr OBEID.

Vic: Buses arrive to take Kosovars to Sydney

MELBOURNE, April 16 AAP - Most of the remaining Kosovars at Bandiana Army Base would
board buses for Sydney this morning, immigration officials said.

An immigration department spokesman said three buses had arrived at the base near the
New South Wales-Victoria border to take the refugees to Sydney for a flight back to their
homeland later today.

The federal government yesterday took nine Kosovar refugees refusing to leave Australia
into detention.

Immigration Minister Philip Ruddock said the nine had made it clear they would not
leave the country voluntarily by today's deadline.

Any more Kosovars who did not agree to leave by today would also be taken into detention,
he said.

About 30 Albanian Kosovars given temporary refuge in Australia to escape Serb violence
in their homeland were still refusing to return home yesterday.

The situation at Bandiana this morning was still "fairly fluid", but immigration officials
were confident more than 100 of the remaining 137 refugees there would decide to leave.

The buses were scheduled to depart from Bandiana at about 10.30am (AEST), the spokesman said.

Refugees who refused to leave would be flown from Albury to detention centres in Port
Hedland, Woomera or Curtin.

NSW: Ryan facing difficulties in removing problem officers

An ombudsman report has found New South Wales police commissioner PETER RYAN is facing
serious difficulties dismissing problem officers.

The report cites one man remaining in the force despite stalking his ex-girlfriend.

NSW ombudsman IRENE MOSS says restrictive guidelines within the police service have tied
the Commissioner's hands despite his power to remove unsuitable officers.

Ms MOSS's report to NSW parliament recognises Mr RYAN's concerns that the so-called
confidence process has become too complex and legalistic.

Mr RYAN told the inquiry he would have removed a senior constable who was convicted of
stalking his former girlfriend had he known of the officer's previous misconduct.

The officer, who broke into the woman's home and improperly accessed her details on the
police information system, had already been complained about several times.

His previous misconduct included associating with criminals, improperly accessing and
releasing confidential information, using his brother's number plates on his own unregistered
and uninsured vehicle and inappropriate conduct towards women.

ASSISTANCE

BRISBANE, Dec 22 AAP - Disaster relief will be more accessible to rural producers after
amendments to security arrangements for assistance schemes announced today by Treasurer David
Hamill.

Previous security arrangements required rural producers to provide security in the form of
a mortgage over all landed assets.

But Mr Hamill this requirement had caused problems with commercial lenders and inhibited
the Queensland Rural Adjustmant austhority's capacity to lend.

He said the changes will now require rural producers to mortgage only appropriate landed
assets, in line with the support provided.

QLD:Bikie taskforce probes Gold Coast shooting

By Tony Bartlett

GOLD COAST, Dec 9 AAP - Task Force Hydra, set up to fight outlaw motorcycle gangs in
Queensland, has joined investigations into a Gold Coast gym which was riddled with bullets.

The Serious Violent Crime Squad has also been asked to help look into the attack on
the First Choice Fitness Centre at Helensvale, which was sprayed with a dozen shots from
a high-calibre weapon late on Thursday night.

Police are investigating whether the shots were intended as a warning.

"The owner of the store is an associate of an outlaw motorcycle gang," Superintendent
Dave Hutchinson told reporters on the Gold Coast.

"We are aware of other incidents involving the business that could lead to this ...

internal incidents within the store related to staff members and disgruntled customers."

The shots punched through the glass doors of the gym and hit equipment and walls inside.

"It would appear to be a high-calibre weapon. We have ballistics police on the scene
at the moment, and they'll be able to give us a better indication of the type of firearm
that was used," Supt Hutchinson said.

The owner was cooperating with police, he said.

Meanwhile, police are also trying to find a frustrated gunman who caught the attention
of a Gold Coast shop attendant he was trying to hold up by firing a shot into a display
cabinet.

The bandit, aged in his 50s or 60s, was armed with a small handgun when he held up
two stores at Labrador within 10 minutes on Thursday afternoon.

During the first robbery, he fired a shot that missed the worker and hit a nearby cigar cabinet.

"It would appear, from the CCTV footage, the attendant may not have been aware of what
was going on because was busy, and he probably didn't give the person the attention he
was expecting," Supt Hutchinson said.

After running away with a small amount of cash, the bandit held up a bottle shop 10
minutes later, escaping with cash from the till.

"He doesn't fit the normal profile of an offender for this type of offence," Supt Hutchinson
said.

Neither of the shop workers was hurt but both were traumatised by their experiences, he said.

Because of what I do for a living, many of my single friends - male and female - are constantly asking me for dating advice. A lot of the time, their family and friends have also been asked for advice, or have offered it (being typical Jews, it's usually the latter).

But when my friends relay to me the advice they have received - and sometimes even followed - I am flabbergasted!
From advising singles to reveal too soon to their dates how they feel, to telling them to lay all their baggage out on the table, our loved ones - especially those who have been married more than 10 years - have no clue about dating in today's world.

Ask enough people for their dating advice, and eventually you'll hear contradicting statements.

My favorite is when moms tell their kids to "stop looking, and you'll find someone."

Um, no. Actually, not actively looking is detrimental to your dating life. The amount you're out there looking is directly proportional to how much you'll date.

If you're not on one of those Jewish dating websites, or going to a Jewish singles event, or accepting blind dates - or all of the above - then you're not going to meet anyone.

Only in the movies do people meet on the subway or at the gym. Sure, it happens in real life every once in a while - but why sit back and wait for love to come to you? Go out there and find it, otherwise you'll be waiting a looooong time!

The other popular piece of advice I can't stand is to be "a challenge."

If you play hard to get, then how will you be gotten? I'm not saying to lay it all out there, but anytime you're trying to not "try too hard," you're going to fail.

When you pretend not to be into someone, your date is going to think just that - that you're not into him or her. Pretending that you're always busy will make the other person think you don't have time, and are not willing to make time for them.

Had I played hard to get with "S," we wouldn't be together right now. There wasn't time for either of us to be a "challenge." True, I had a flight back to the US scheduled for a week after we met, so we had to act fast and decide if we wanted to take a risk; but you don't have to have such a deadline looming.

Since I was overseas, I didn't have the convenience or the time to ask anyone for their advice, and I'm glad I didn't. I'm sure many of my loved ones would have been skeptical about me moving to Israel after knowing someone for a week, but both "S" and I had to follow our instincts.

I extended my flight on a whim without consulting anyone so that "S" and I could spend more time together. And when he asked me to move to Israel on my last night in the country, I said yes before he could finish speaking. I didn't need to hem and haw, talk to my girlfriends and my family, or debate the topic - I knew how I felt and how "S" felt, and I was going to dive into the relationship head- first.

No more dipping my toe in the water, I didn't need anyone to push me over the edge with their adviceE I was going to jump in all on my own!

In addition, nothing anyone said was going to keep me from moving here. No warning or personal account was going to stop me from following my heart.

Although I have always had my bubbe's advice in the back of my mind ("Accept every date you're asked out on"), I often don't even have the patience to listen to advice from couples who were either married young and don't have a lot of dating experience under their belts, or were married before the advent of the Internet and cell phones.

The former group doesn't know what it's like to be single well into your 20s, or even 30s and 40s, and how desperation starts seeping into your world; the latter doesn't understand Internet dating, cyber-stalking, caller ID or text messaging.

Without experiencing and understanding those concepts, it's hard to give advice in this day and age.

If you're offered advice without having asked for it, or if you ask for advice but totally disagree with the answer, don't get into it with the other person. It's not worth it. Merely thank them for the advice and say you'll take it into consideration.

Married people think that because they're no longer single, they know it all. But just because a technique worked for them doesn't mean it will work for everyone else. Even dating experts such as myself get it wrong sometimes.

Singles can give advice left and right - but they're still single! If they're not taking their own advice, why should you?

Above all else, you need to follow your instincts. All the dating advice in the world won't matter when you meet the right person, at the right time, and just go with the flow.(c) Copyright Jerusalem Post. All rights reserved.

WA:Wheatstone project approved in WA

WA:Wheatstone project approved in WA

PERTH, Aug 31 AAP - The West Australian government has given final environmental approval
for the $25 billion Chevron-led Wheatstone liquefied natural gas (LNG) project in the
state's northwest.

WA Environment Minister Bill Marmion says approval has been granted with 25 conditions
protecting marine fauna, including whales, turtles and dugongs.

The proposed LNG plant with a projected capacity of 25 million tonnes per annum will
be built 12km south of Onslow in the Pilbara.

"The state government will continue to ensure the highest environmental standards are
applied to project the local community and its environment," Mr Marmion said in a statement.

"This is a huge development for Western Australia.

"At its peak, the construction workforce for Wheatstone is expected to reach 3000 people,
in addition to a further 3500 indirect jobs and billions of dollars in locally purchased
goods and services," the minister said.

The environmental conditions stipulate immediate suspension of dredging if coral outside
defined zones was damaged, no night blasting during peak nesting and hatching seasons
for marine turtles and no piling work at night during the southern whale migration.

The approval also requires $13 million in environmental offsets, including $3.5 million
over four years to improve management of critical habitats for humpback whales, dugongs
and snubfin dolphins in Pilbara waters.

It also requires reductions in greenhouse gas emissions through offsetting about 2.6
million tonnes per year of reservoir carbon dioxide emissions.

Chevron Australia Pty Ltd Managing Director Roy Krzywosinski on Wednesday welcomed
the approval and said the company looked forward to a environmental approval from the
federal government.

A final investment decision on the project is expected later this year.

The Wheatstone onshore foundation project is a joint venture between the Australian
subsidiaries of Chevron (73.6 per cent), Apache (13 per cent), Kuwait Foreign Petroleum
Exploration Company (7 per cent) and Shell (6.4 per cent).

QLD:Qld desal plant to be mothballed

BRISBANE, Dec 5 AAP - A Queensland desalination plant is set to be mothballed as part
of sweep of state government water grid reforms to cut rising household water bills.

Natural Resources Minister, Stephen Robertson announced the rejig on Sunday, aimed
at saving $18 million per year.

Mr Robertson confirmed speculation the $1.126 billion desalination plant at Tugun near
the Gold Coast will be placed on standby mode.

The move will save $10 million per year and the plant will be turned off later this month.

The minister said the plant can be fired up again within 72 hours if needed.

"It will return to full-time operation if the region's dam capacity drops to 60 per
cent," he said in a statement.

Mr Robertson said the water reforms would provide relief to householders dealing with
the rising cost of living.

"For a typical household, next year's bulk water charge will be around $5 less than
previously announced - $54 down from $59," he said.

"Additional savings will continue for every year and will grow to more than $30 per
household by 2017."

One of Bundamba's two treatment plants will be placed on standby, Mr Robertson said.

The treatment facility at Luggage Point will remain at 100 per cent while the Gibson
Island plant will be closed.

All plants would be brought back on line if dam capacity trended under the 40 per cent
trigger point to add purified recycled water into Wivenhoe Dam, Mr Robertson said.

The government will also revise down its 10-year price-path for bulk water sales to
the council-owned retail water entities following savings from the scrapped Traveston
Dam project, he said.

Under the plan southeast Queensland's two bulk water authorities - Seqwater and WaterSecure
- will be merged.

Mr Robertson said the state government had consulted unions about the merger.

"We will continue to protect workers' entitlements throughout the process," he said.

"There will be no forced redundancies of staff employed under awards or enterprise
bargaining agreements."

Mr Robertson called on local councils profiting from water retail businesses to pass
on savings to struggling householders.

MELBOURNE, April 28 AAP - Family First senator Steve Fielding has taken a swipe at
Health Minister Nicola Roxon for not attending a briefing with him on the federal government's
health reform package.

Senator Fielding met with staff from Ms Roxon's office on Wednesday to discuss the reforms.

He said he was "extremely disappointed" the health minister "didn't have the decency
to attend this briefing".

"Really, when you think about it this is health reform and the Senate of Australia,
and the crossbenchers really deserve to have the health minister come and brief other
members of parliament," he told reporters in Melbourne.

Ms Roxon said she had regularly met with Senator Fielding.

"I have personally briefed Senator Fielding on various issues since our election to
government," she said in a statement.

"Today, Senator Fielding met with my senior adviser as well as senior public servants
from the Treasury and Health Departments."

Senator Fielding would not say if he would support the government's reforms in the Senate.

"I think, overall, what the government has put forward is good health reform, but I
think we can do a lot better," he said.

"What we are going to do is work, over the next couple of weeks, with experts to see
if we can get even ... better health reform for Australia and for the general public."

ADELAIDE, Dec 15 AAP - South Australian Premier Mike Rann wants world leaders at the

Mr Rann, who is in Copenhagen for the gathering, said the world was rapidly being denuded

"Deforestation has to stop and governments can make a difference by committing to a
big re-afforestation program," the premier said in a statement.

"This would mean a mass planting of 6.8 billion trees in developed and developing nations.

"This would be a tangible green dividend from Copenhagen."

it intended to plant under a program to offset 600,000 tonnes of carbon dioxide.

News Corp to charge for online content this financial year

News Corp to charge for online content this financial year

By Leah McLennan

SYDNEY, Aug 6 AAP - Rupert Murdoch says News Corp will start charging for access to
the global media group's online news content after the success of the Wall Street Journal's
subscription website.

"We intend to charge for all our news websites," said News Corp's chairman and chief
executive Rupert Murdoch on a conference call on Thursday.

"We're thinking in terms of this financial year."

News Corp owns newspapers around the world but currently only charges for online access
to one website.

Its large Australian newspaper stable includes Melbourne's The Herald Sun, Sydney's
The Daily Telegraph and the nation's only national newspaper, The Australian.

Mr Murdoch said News Corp was working with software and hardware developers and other
publishers to develop a model that worked for consumers.

"Quality journalism is not cheap and an industry that gives away its content is simply
cannibalising its ability to to produce good reporting," he said.

"The increase we have seen in our Wall Street Journal subscription proves to me that
the market is willing to pay for that quality."

The traditional newspaper business model had to change rapidly, he said.

But closing newspapers was "not a prospect at the moment."

"The tumultuous and unprecedented change affecting the whole media sector, in particular
newspapers and free to air broadcasters, cannot be ignored.

"Classified advertising revenues will never again reach the levels that print once offered."

To stop readers simply migrating to the free news websites of rivals, News Corp would
"just make our content better and differentiate it from other people", he said.

"We're certainly satisfied that we can produce significant revenues from the sale of
digital delivery of newspaper content.

"I believe if we're successful we will be followed by other people."

News Corp on Thursday posted a $US3.4 billion ($A4.03 billion) full year net loss,
down from a net profit of $US5.4 billion ($A6.4 billion) in the previous financial year,
after it was hit by the advertising downturn and impairment charges.

But the media giant said the worst of the economic downturn may have ended and said
the company was "poised to profit and deliver strong returns as the economy rebounds".

News Corp's newspapers and information services unit, which includes its newspapers
in the UK, US and Australia, posted a 41 per cent drop in operating income to $US466 million
($A554.7 million) for 2008/09.

The Australian newspaper group reported full year operating income decreases following
a 10 per cent decline in advertising revenue in local currency terms, reflecting lower
display and classified advertising, especially in the employment and real estate sectors.

Vic: Fire fighters battle to keep blazes from joining

Firefighters are working furiously to build containment lines as two major blazes burning
close together in Victoria threaten to join.

Just 18 kilometres separate the Bunyip Ridge fire east of Melbourne and the 100 thousand
hectare Yea-Murrindindi blaze.

Hundreds of kilometres of control lines are being built by the Country Fire Authority
to keep the fires apart.

A merged fire could have massive implications for the state's gas and water supplies
.. with the Longford gas plant and Thompson Reservoir in the area.

The Thompson Reservoir is in the Upper Yarra Valley northeast of Melbourne and is a
major catchment for Melbourne's water supply.

Victoria has experienced a period of milder southerly winds over the past few days
but the Bureau of Meteorology says temperatures are expected to start to increase from
tomorrow.

Similar conditions are forecast for Friday .. with temperatures in the mid-20s predicted
for Melbourne and fire affected areas.

The bureau says temperatures will increase into the 30s next week .. on Monday .. Tuesday

Bkb: Leslie four medal flaunting rubs Oplas wrong way

By James Dampney

BEIJING, Aug 24 AAP - American basketball veteran Lisa Leslie has found a new way to
get under Australian skins after wearing all four of her Olympic gold medals on the podium
following victory over the Opals.

The fact that the last three golds were won in finals against Australia was not lost
on the Opals in the wake of their painful 92-65 defeat in Beijing last night.

Almost as soon as the match was over Leslie was seen donning the three previous Olympic
gold medals won in 1996, 2000 and 2004.

Told to put them under her jacket when she was on the podium, Leslie swiftly brought
them back out as soon as she was handed her fourth gold.

Leslie has had a long-standing rivalry with Opals star Lauren Jackson since the famous
hair extension pulling incident at the Sydney 2000 Games.

And post-match flaunting of medals didn't sit too well with the Opals.

"There was a lot of confidence there, wasn't there," Opals guard Kristi Harrower said.

"As soon as they lined us up to get our medals, that was the first thing anybody noticed,
the three gold medals she already had around her neck.

"We were all like `what's that for?' and said a few things in Australian language that
I won't make here, but we couldn't believe it."

An American journalist told AAP Leslie did it to have a photo taken with her daughter,
but it hardly needed to be done courtside with the eyes of the world, and perhaps more
specifically the Australians, on her.

Leslie's talent and standing in the game is unquestioned, but she has not been universally
popular with fans, even in her homeland.

As Lena Williams wrote in the New York Times back in 2003: "Her popularity is not universal.

She is perceived by some fans and some WNBA peers as surly, aloof and self-absorbed -
a reputation that players mention only privately.

"She has had physical confrontations with opponents and, despite her accomplishments,
she has never been the top vote-getter in the fans' balloting for the All-Star Game."

Harrower said: "She's a different person. Lauren (Jackson) would probably say the same thing."

After Jackson pulled out Leslie's long hair extension in Sydney eigh years ago, the
American said: "I told her she could have the hair; I'll take the gold."

It sparked one of the great rivalries in the women's game between two dominant figures
and two of the world's best players.

Leslie, a proven winner, gets under the Australians' skin.

Asked if she'd be having a beer with Leslie, Harrower replied: "No. I won't be doing
that. At all."
